The Colorado River compact insures that the areas in both the Upper and Lower Divisions of the Utah Basin get an equal allotment of water share. The Upper Division includes states Utah, Colorado, Wyoming and New Mexico. The Lower Division includes Arizona, California and Nevada. Utah has 23% rights to the water from the Upper Division. Lake Powell is part of the Upper Division and is a source of water for the Southern Utah area. Right now Kane County doesn’t take advantage of any water rights allotted to them. The Lake Powell Pipeline is a solution to this Issue.
